Endorsed in respect of matatus and motor-omnibuses, unless he;
- Is over the age of twenty four (24) years
- Has license endorsed in respect of motor-cars or commercial vehicles for not less than four (4) years.

A licensing administrator will not issue a driver’s license to candidates who don’t meet the following conditions:
- The applicant should undoubtedly convince the licensing officer that:
- He/she has passed a qualifying examination on the conduct of the vehicle class in question and possessed a certificate of competence
- He/she holds a legitimate driving license for the category of vehicle awarded by a credible jurisdiction in a Commonwealth country.
- He/she holds a universal driver’s license.
- The applicant must indicate whether he/she suffers from an illness or a physical deficiency that could make the driving of his motor vehicle dangerous.
- The applicant must be able to read, with or without glasses, a vehicle registration number with a range of 25 meters. Candidates partially or totally blind are not allowed to hold a driving license.
